What licence is this? On this page it says CC Zero, but License.html inside the zip pack says CC-BY.

I've tried repeatedly, but everytime I download the zip file I get a 32 k zip with nothing in it. Done this with multiple files on this site and in both Firefox and Google Chrome and both using the internal downloaders and Free Download manager. What gives?
