This scene is in "only render" mode.
You can inactive it :
press N button/ Display /turn off only render
Also if you face a problem with Rig:
1.Open User prefences (ctrl+alt+U)
2.File
3.Active Auto run python script
4.Close Blend file
5.Reopen it!
