how do i apply this theme?
To apply this theme you must have an addon called Theme Manager developed by Blender. Heres the link... http://wiki.blender.org/index.php/Extensions:2.5/Py/Scripts/System/Theme_manager When you download the theme and Theme Manager, look in the themes panel in the User Preferences and then click load theme and search for the downloaded theme, and you should be good to go!! :-)

Looked good, but when I downloaded the theme It was the liscense.txt file and an empty folder.
Yeah, it's empty...
There is no theme files in archive
