I tried to download this and got an error. I tried to down load it a second time and just got an xml file. So that's 2MB of my download allowance used up and I still can't see your blend file. :-)
If you have windows place the xml file in this address C:Users"YOUR_USERNAME"AppDataRoamingBlender FoundationBlender2.63scriptspresetsinterface_theme

The dinosaur can be found elsewhere on blendswap, just search "Tyrannosaurus Rex".
